Julia has been thinking, researching, and arguing about digital policy for more than 15 years. Long before “digital sovereignty” became a buzzword, she was already writing about it, tracking the hype ever since with a critical eye and a sense for historical and theoretical context.
Julia is co-leader of the research group Politics of Digitalization at the WZB Berlin Social Science Center and an associate researcher with the Center for Digitalisation, Democracy and Innovation at the Brussels School of Governance as well as the CNRS Center for Internet and Society in Paris. She holds a PhD in Communication Studies and an MA spanning Cultural Studies, Philosophy, and Computer Science. Her career has taken her from UNESCO headquarters in Paris to SMIT in Brussels, and today she regularly consults the German government and the European Commission on international digital policy and internet governance. In addition, Julia co-chairs the IAMCR Communication Policy & Technology Section and is an academic editor of academic open access journal Internet Policy Review.
