Description

The war economy is already home. It arrived through procurement contracts, AI safety frameworks, manifestos, and a rewrite of OpenAI's usage policy. This keynote uses Aimé Césaire's concept of the imperial boomerang to track how coercive technologies built for foreign wars and border regimes are being deployed inside European cities, and how dual use functions less as a regulatory category than as an alibi. We will follow the money, the language, and one specific case — Germany's Lex Palantir — to show how the militarization of the tech stack is being made invisible in real time. By the end, the question is not whether to resist it, but whether we can still see it.
