Digital rights and digital security researcher and activist from Venezuela with a background in electronics engineering. Executive Director at Conexión Segura y Libre (CSL), a leading digital human rights organization in Venezuela. Created and leads the VE sin Filtro and Noticias Sin Filtro programs at CSL, documenting surveillance, state-sponsored cyberattacks, internet censorship, and other digital threats to human rights in Venezuela, and helping resist censorship with innovative approaches adapted to the local needs and culture.

Andrés has presented cases attributing sophisticated state-sponsored attacks, and his work has been quoted by international organizations, inter-American and UN human rights institutions. And collaborates frequently with other organizations on internet shutdowns and other capacity building efforts in Latin America and other regions.
